Freedom Holding to give teachers free access to ChatGPT Edu

OpenAI, the developer of ChatGPT, Timur Turlov’s Freedom Holding Corp. and the government of Kazakhstan have signed a strategic agreement in Washington. According to the document, 165,000 teachers in Kazakhstan will gain access to ChatGPT Edu, a special version of ChatGPT designed for students and teachers that features enhanced privacy and data management mechanisms, Freedom Holding’s press service reported.

As a result of this agreement, Kazakhstan will become one of the first countries in the world to implement ChatGPT Edu at the national level — from schools to universities.

Under the terms of the agreement, Freedom Holding Corp. will fund the initiative, OpenAI will provide access to ChatGPT Edu along with support in Kazakh and Russian, and the government of Kazakhstan will coordinate the project through public agencies and educational organizations.

The project is expected to be integrated into national educational programs and systems aimed at teachers’ professional development. Educators in Kazakhstan will access ChatGPT Edu through the BilimClass platform.

With ChatGPT Edu, teachers will be able to use an enhanced version of ChatGPT that offers features such as:

Uploading and analyzing documents, data sets and online materials Creating personalized AI assistants for specific subjects, learning tasks and assessment criteria Integration with learning management systems, databases and other digital resources of educational institutions Dedicated workspaces for organizing educational materials, assignments, feedback and assessments

Access to the tool will be free for teachers, thanks to funding from Freedom Holding. This will allow educators to safely and conveniently incorporate AI technologies into their daily professional activities.

OpenAI conducts research and promotes the widespread implementation of artificial intelligence. The company was founded in 2015 by Elon Musk and Sam Altman.

It is best known for its generative AI chatbot ChatGPT, as well as for developing Sora, an AI service for video creation, and DALL-E, a platform for image generation.

OpenAI’s revenue for the first six months of 2025 reached $4.3 billion, surpassing its total earnings for the previous year. Cash outflow totaled nearly $2.5 billion, as the company continues to invest heavily in maintaining its chatbot and in ongoing AI research and development.

The company expects to earn approximately $13 billion in revenue this year—more than triple its 2024 figures.

Freedom Holding Corp. is a leading brokerage and investment holding company in Central Asia and Eastern Europe. The company’s CEO and majority shareholder, Timur Turlov, has a net worth estimated by Forbes Kazakhstan at $5.8 billion, ranking him second among the wealthiest individuals in Kazakhstan.
